Elbert Spencer Howard Jr. 69, passed away on January 1, 2020. He was born on January 17, 1950 in Jacksonville, North Carolina he is the son of Elbert and Clara Howard Sr. (McDonald). Elbert was a resident of Byars, Oklahoma he worked as a skilled labor in the construction industry. he was loved by many and will be greatly missed by all.
